Operational meteorologist, communicator, educator, researcher, and developer of forecasting tools and content, with 26 years of combined experience. This includes 13 years as a forecaster and instructor specializing in advanced weather analysis and forecasting methods. Well-versed in applied climatology and model interpretation techniques, particularly in the diverse geopolitical regions of the Americas and the Caribbean Basin. Author of the Gálvez-Davison Index, the first index in over 40 years developed to address the complexities of forecasting tropical convection, now utilized worldwide.
Led a two-person team responsible for issuing quantitative precipitation forecasts, probabilistic weather guidance, and multilingual messaging in English, Spanish, and French. This includes generating operational forecasts for high-impact rainfall events, such as tropical cyclones, in support of NOAA's National Hurricane Center. Served as the face of the U.S. National Weather Service for Spanish-speaking radio and TV media, effectively communicating with large and diverse audiences. Additionally, develops educational materials and acts as the lead instructor for training workshops. Combines graphic design skills with programming expertise to build and maintain websites and perform data analysis.
